Allow configuration files with yml extension
...
If a `collector.yml` or `scrutiny.yml` configuration file is present,
use it as long as a `.yaml` version is not available too.

Upgrade to Go 1.20

With the release of Go 1.20, version 1.18 is not supported anymore. This
change upgrades the project to Go 1.20.
