Jason Kulatunga 75de6ebfe0 addign ability to customize the scrutiny collector cron schedule using SCRUTINY_COLLECTOR_CRON_SCHEDULE env variable.

Jason Kulatunga 011642a708 WIP. 
Removed references to Jobber, replaced with Cron.
Created crontab at /etc/cron.d/scrutiny
Running cron in foreground.
Adding timezone support
Working Collector image (untested master).
