Bump katex and ngx-markdown in /webapp/frontend

Bumps [katex](https://github.com/KaTeX/KaTeX) to 0.16.28 and updates ancestor dependency [ngx-markdown](https://github.com/jfcere/ngx-markdown). These dependencies need to be updated together.
